Per Dakar Website:

Special halted at CP3
The car / SxS / truck special has been halted at CP3 for safety reasons. Fog has made the end of the stage too hazardous and the competitors will therefore finish the stage after 425 km.

So does that mean RG's trouble at WP4 doesn't hurt him, or is CP3 and WP3 not the same point?

Not the same. I need to check course for the stage. Where's Mike when we need him. I know he has spent some time checking the route's....

Answered my own question: Map shows CP3 at WP8. So just the last section is nullified?
