@Mike No he has to ask. He had to ask to use the No. 07 last year because it is under RCR's number list. Otherwise, someone would be able to use the No. 3.

I believe that owners lease the number for the year from nascar. If they do not field a car at a particular race, then they can give permission or agree for another team to use that particular number. They will be listed as 1xx or 2xx on the entry list. For example, when RGM ran some races in the 55 in Nationwide, they were often listed as 255 because two other teams had used the number during the course of the season.

In addition, it's not completely unheard of for two cars to enter a race using the same number. It happened a few years back when Bill Davis and Kirk Shelmerdine were both using the #27. I believe that either the fastest qualifier or the team with the most attempts got to use the 27 (which was Bill Davis) and Kirk had to run the #72 instead.
There is probably and easy answer, but why does Roush use John Henry as the owner
John Henry (owner of the Boston Red Sox) invested a pile of cash iin Roush racing - i believe the team is officially called "Roush-Fenway" racing.
Wimmer's a solid driver,much like Dave Blaney, who should have a cup ride IMO. I think he and Blaney both were victims of the failing economy. When needed, he can get up on the wheel. He's not a top tier driver, but he's certainly better than what a lot of teams are fielding.
Nemechek's 97 for instance!
72 would be a good # to run, it's not in use by anyone(per Jayski Own.Pt. list) 7's 2nd car=72 get it.
