Why are the big teams haveing so many issues?

I haven't heard much if anything any where talking about the recent engine problems in names like Martin, Jr, kennseth, and Ragen. I know martin and Jr share a garage what about the other 2? and not let us forget the issues with the Toyota's. Why are these 4-5 car teams haveing so many engine problems this year is this by any way contributed to the no testing rules this year?

Mike Mulhern attributes it partly to all the layoffs. Teams rebuilding, lack of attention to details etc. That is part of the problem for sure.
