Being an experienced truck driver, I would have to blame the driver for not doing a complete pre-trip inspection... although I could be wrong but any DOT inspector will tell you that the driver is the last line of defense before a vehicle hits the roas....

oh please. You could inspect stuff to the last centimeter and stuff could still go wrong. If its mechanical, it can have an issue.Kudos to Randy for being a top notch driver for RGM.
I do not remember learning how to inspect the bearings during a pretrip inspection. Maybe you can enlighten us on how you would go about inspecting the wheel bearings on a daily basis.
