I think it has something to do with suspension travel. The 4x4's are limited to a small amount of suspension travel and the two wheel drives are allowed a much longer range. With Robby's Baja experience, he likes the long travel where he can stand on it and "float" over the bumps. I think the two wheel drives are allowed larger tires too, but I may be wrong on that one.
