My understanding is that this list is just for qualifying not starting positions. So, other racers like Armin Schwatrz, BJ, Jesse Jones will not be qualifying for position but will still race the event. It is based on time anyway. I could be wrong.

Your correct the draw is for where you start quailfying . Your starting spot for the race is then based on fastest times on a short separate 1-2 lap run .

Maybe the entries are low becasue teams still trying to find locals to help do headlight adjustments on the highway
