What is the deal with allotted time for Re-fuel?

Many vehicles (Including all 3 Textron XX's ) in car class are allowed a fuel stop, which comes into play on longer stages.

So great to hear the Robby screams again. Miss the V8 noise but I'll take it. Plus the Textron got up that hill just about as good if not better than the cars.
