If the fine is like $1,500 and not 15,000 I would expect Robby to remove the limiter on at least one of his machines. There is valuable information to be gained.

It's easy to say when it's not my money.

I don't believe there is a limiter. They get a buzzer warning when they are at their max allowed speed, so RG's foot is the limiter
